The National Irrigation Administration inaugurates the Solsona and Madongan River Irrigation Systems (RIS) here with ceremonial unveiling of markers in Barangay Catangraran, Solsona and Barangay San Marcelino, Dingras, Ilocos Norte respectively. The Solsona RIS is located in the eastern part of the province covers the municipality of Solsona and Dingras, providing irrigation service in 9 barangays with a Firmed Up Service Area (FUSA) of 1,340 hectares. The Madongan RIS, on the other hand, is located in the eastern part of the province covers the municipalities of Dingras and Marcos and supplies irrigation service in 10 barangays with a FUSA of 2,027 hectares. The completed rehabilitation of the diversion dams was funded by Japan International Cooperation Agency (JICA) through the National Irrigation Sector Rehabilitation and Improvement Project (NISRIP). In an interview, NISRIP Project Manager Silvino Navarro said that the rehabilitation programs within a span of 5 years yielded 13 Irrigators Associations (IA) facilities, 8 IA Offices, 22.83 canal linings, 39 units canal structures, 23 farm level facilities, 61 canal structure gates and 5 IA support facilities. This significant accomplishment was made possible because of the project’s comprehensive component in irrigation management which includes civil works, institutional development and agricultural support services, Navarro explained. The celebration of the irrigation development milestone which was graced by Ambassador Koshikawa Kazuhiko of the Embassy of Japan and Governor Matthew Joseph M. Manotoc culminated at the NIA provincial office in San Nicolas, Ilocos Norte.
